Best way to play VF 2 on pc?

What's the optimal way to play VF2 on PC? Optimal in terms of graphics, performance, and latency. Would prefer to use the best version of the game, and I'm not sure if it's the Saturn, PS2, or some PC port of the arcade version. Any recommendations much appreciated.
