Just block mid mostly. If your hit by low they are small adv and usually mid/throw. You can always natural crouch fuzzy/k(g-cancel). Your statement says to me you aren't otging/meaty properly on every knockdown.
Akira has very few, situational OTGs, last time I checked. Although you're partially right in my use of OTGs, part of the reason is that the situation seldom presents itself.
Also, last time I checked, both low and mid wakeup kicks leave you at -3 when hit. I just made this comment because I'm literally losing games due to not blocking them consistently.
It's easy to guard rising attacks in place, but harder from side rolls. GT can react to them somehow, but I have to fuzzy guard. If you notice your opponent side rolling, use a crouching guard and time a standing guard as the opponent uses his rising attack. Timed properly, you should be able to guard both attacks since the low rising attacks are faster.
I edited my first comment. The low rising attacks from side rolls are faster. You should also have an easier time with some characters' rising attacks than others. It's easiest to deal with Akira's, since they'll all either half circular or linear. Evade towards the way his face is pointing, except from FDFA. I think it's because the foot position changes as he attacks in place.
