Yeup. Condoms is apparantly an unpenetratable (pun intended) market in Japan, unlike cars or steroes. They feel threatened by the competition of foreign made condoms.

The strange thing, is you read that Japanese-made condoms for western consumers are "the best". I can't say, as I've never used them. The Japanese condoms for Japnaese consumers are crap. Small, and the lubrication just sucks. They just flat out hurt, and that's all there is to it.
